Add water to an idli steamer and heat. Place a wet cloth on the idli plate and spread the puttu flour on the wet cloth. Place the idli plates with the moist puttu flour inside the idli steamer and steam for 8-10 minutes. Switch off. Remove the idli plates from the steamer and empty the steamed flour into a large bowl. Allow the puttu to cool down. The puttu will be lumped up at this stage. Don’t worry. Once the puttu has cooled down, break the puttu with your hands and transfer to a mixie. Pulse to break up the puttu into fine, pillowy soft texture.
